Company overview

Custom case-management and digital-service systems for federal agencies, delivered with the source, the tools that built it, and the evidence.

Allston Systems LLC is a small business in Charleston, South Carolina, that designs and builds software for federal agencies. Its work covers case-management systems, public intake and forms, and the replacement of aging applications. Each system is delivered as standard .NET and Angular code that the agency owns outright.

The company builds on Forge, a software generation platform licensed from ThinkForge. Forge produces applications with Section 508 and NIST SP 800-53 checks built into the pipeline. Compliance evidence is produced with the software, not assembled after it.

Services

Areas of work

Case-management systems
Permits, claims, applications, appeals, and similar workflows. Records are stored as an append-only history of events, which gives each case a complete, timestamped record of decisions and allows any case to be reviewed as it stood on a given date.
Public-facing digital services
Intake portals and multi-step forms built on the U.S. Web Design System. Each page is checked against WCAG 2.1 AA during the build. A page that fails the check does not ship.
Forms modernization
Existing PDF and Word forms are converted into accessible digital forms. A person reviews the extracted fields before the form is generated.
Legacy system replacement
Existing records are migrated with their history intact. Reports and audit views therefore cover data that predates the new system.
Reporting and audit support
Cycle times, backlog aging, and decision histories are drawn from the records staff work in. The same data serves FOIA responses, inspector general inquiries, and appeals.
Identity integration
Login.gov and agency identity providers, with multi-factor authentication required from the first release.

Approach

Compliance evidence and ownership

Every system Allston delivers carries its own compliance evidence. A control map ties NIST SP 800-53 controls to the automated tests that demonstrate them. The build pipeline regenerates an evidence package on each successful run, in human-readable, machine-readable, and OSCAL formats. A software bill of materials is produced for each release, and container images are signed and pinned by digest.

The delivered system contains no artificial intelligence components. Machine learning is used only on Allston's own equipment to draft digital forms from existing documents. None of it is present in the software an agency operates.

The agency holds the source repository, container images, database, evidence package, and runbooks from the first delivery, with unlimited rights. The generators that built them come under a perpetual, government-wide, no-fee license. That license does not depend on Allston or ThinkForge continuing to exist. There is no proprietary runtime and no service hosted by Allston. The system runs inside the agency's own boundary as a single-tenant deployment by default.

Transition

A transition runbook is delivered with the first release and re-tested at each release after it. It describes how a successor team builds, operates, and extends the system without Allston's involvement. The successor may be the agency's own staff or another contractor. The full list of transferred items, with the verification step for each, is on the transition page.

Technical demonstration

A one-hour session on the agency's own materials

Participants may bring an existing intake form, a screen capture from a legacy application, or nothing at all. The session covers the conversion of a document into a working accessible form, the processing of a case through its review states, and the resulting audit timeline and reports. The demonstration runs on the same build pipeline that gates every release. There is no separate demonstration build.
